A Sustainable Energy and Climate Action Plan (SECAP) is the key implementation tool of the Covenant of Mayors for Climate and Energy. It is an action plan that local authorities commit to submitting within two years of joining the initiative, setting out mitigation targets and adaptation goals. Based on a Baseline Emission Inventory and a Risk & Vulnerability Assessment, the SECAP defines a comprehensive set of measures to reduce emissions, enhance climate resilience, and alleviate energy poverty.
